  One of our biggest challenges is bringing more folks under the umbrella of our organization. We know from experience that the more individuals we can deliver our message to, the more people join our organization. This increase in members results in having more clout with elected officials. Therefore our success in defending public land is directly tied to how many members we have.
 
For a long time a relatively small number of folks like you have been carrying a lot of water for everyone else. We are making every effort to increase our membership so you won't have to do that. Please refer your family and friends to us. Forward this email to them, sign them up to receive our electronic mailings by using the "join our mailing list" button below, even send in a donation on their behalf with their contact info we will send them a new member packet and mail our newsletter directly to them.
 
Most folks say they support us and our cause but most don't. Let's help them put their money where their mouth is and sign them up to at a minimum receive our free electronic communications.

We are trying to expand our ability to communicate with you our members and any other interested in protecting access to land in Utah. Last year we had good success with our blog page and so we are adding a few new communicative weapons to our arsenal.
 
We have just started using both Facebook and Twitter.
 
If you haven't already join our Facebook Discussion Group. This is a place were members can sound off, post pictures and videos. We also use it to better communicate with our members. Go directly to the discussion group page by Clicking Here . The group name is "Utah Shared Access Alliance".

Upcoming Utah Legislative Session Utah Capitol Building  
 
For well over a year USA-ALL has been aware of a potential bill that, if not worded correctly, will be very harmful to the motorized community.  Most importantly, it could radically impair the ability of the State and its counties to resolve rights of way across public lands. 
 
The bill will be introduced during the upcoming session of the Utah Legislature.  It has been designed by various organizations, including a number of state and federal agencies.  USA-ALL was originally involved in the development process, but backed out because we felt our voice was not being seriously considered.  The main proponents of the bill include sportsmen/conservation organizations such as Utah Sportsmen for Fish and Wildlife (SFW) and Utah Sportsmen for Habitat (SFH).  
 
The intent of the bill is to ensure better compliance with federal travel plans.  At first glance, the idea behind the bill is a good one; we completely agree that people MUST obey the law, and stay on the trail when required.  But as usual, the devil is in the details.  There are several problems buried in the details and we dubious of the motives of those who participated in drafting the bill. 
 
This bill has some merit and we plan to fully engage the issue in the upcoming legislative session.  If the bill were to pass as we saw it last, it would excessively and harshly punish people who are caught off designated routes, establish mandatory fines, and tie the hands of judges in handing down penalties.  It would also allow federal officers to enforce this state law.  We are obviously concerned that overzealous federal officers will abuse their new power.  Additionally, we are concerned that the bill will harm our local counties' ability to establish rights of way because it creates state law that refers to federal travel plans to establish legal routes.  We also disagree with the philosophy that government can beat the public into submission with heavy fines and excessive penalties.  We, however, recognize the need to deter those obstinate few who respond to nothing else.  Notwithstanding, we believe those deterrents should come after or alongside other measures.  Expect a more detailed write-up on the bill once we have analyzed its detail-oriented language.
 
We hope to support the bill; however, it will need to undergo some significant changes before it garners our approval.  Unfortunately, we fear that the groups who drafted it will oppose any such changes. One benefit to making the bill better is the likely sponsor. We are told that Representative Mike Noel, will be the bill's sponsor.  We know Rep. Noel will take our suggestions seriously and do what is best for the public. 
 
We have contacted several legislators and county commissioners to discuss the bill.  We believe we can make this bad bill into a good one, or mount a significant defense to ensure it will not harm the public.  USA-ALL will give all of its members an opportunity to read the bill once it becomes public.  In addition, we will poll our members to survey their position.  Stay tuned.
 
This is just one example of how crucial it is to have a strong presence even at the state level.  Without USA-ALL's active involvement in past sessions, which established our credibility, this type of info would likely slip by most of us.  Without our organization and experience, who would fight to protect your rights?  We know it's not as high profile as a lawsuit, or busting corrupt federal agencies, but our work on Utah's Capitol Hill has real and lasting impacts on all of us.  We appreciate the chance to be your advocate and a watch-dog.  Our presence on Utah's Capitol Hill has proven, yet again, to be a very valuable asset to all those who care about access to public lands in our great state.            

Factory Butte Service Project(s) Factory Butte Project
 
{Please note that BLM WILL NOT lifts the emergency closure of this area until the infrastructure (fencing, signs, etc.) are in place. This is why we are so anxious to get these projects completed.}
 
A few weeks ago on November 21st and 22nd 13 volunteers showed up to help us with a work project at Factory Butte. The volunteers came from as far north as Bountiful, UT and from as far south as Big Water, UT which is near Lake Powell. We want to again say, "Thank you" to all of those who took the time and effort to come and help us.
 
The volunteers and 2 BLM employees worked hard and all had fun. We completed 1/2 mile of pole fencing around the rim of the open riding area known as Swing Arm City. Everything went very smoothly and the dedicated BLM employees did a great job of keeping us busy. We appreciated BLM's willingness to work with us on this project.
 
Many of us noted the irony that motorized users were the only ones there to assist in a project that will admittedly opens a lot of riding to us but also is intended to protect an endangered cactus. Most of us don't even agree with the endangered status of this cactus but we felt it important to work with federal agencies and support a plan that allows for some great riding opportunities while limiting some impacts on this cactus. Despite our successful defense of the best real estate in the area, we know that the new plan result's is a net loss of accessible acres. It is far from what our dreams for the area had been. But unlike the so called environmentalists we are willing to pitch in and do our part to support this compromise plan.  
 
Where were the environmentalists? Dare we posit? Probably drafting their next scheme to sue BLM for not giving these eco-thugs everything they want. It's clear who the true environmentalists are. It's clear who the better stewards of the land, and better members of society are. Good for the motorized community we should all be proud of ourselves. 

Now here is your next opportunity to do some good. USA-ALL along with our local partners the Southern Utah OHV Club is planning another work day for Saturday January 17, 2009 (weather permitting). We REALLY need many more people to show up.  We would like to get about 25 or more people out. Please make some time and come help us re-open Factory Butte.
